§ 19-22. Right of entry; removal of defective wire or appliance.
The city electrician shall have the right, in the discharge of his duty, to enter any building, manhole or subway or to climb any pole for the purpose of examining and testing the electrical appliances therein or thereon contained. For that purpose he shall be given prompt access to all buildings, both public and private, and to all manholes, subways and poles, on application to the company owning or the individual in charge of the same. Whenever an electric wire or appliance shall be defective through improper or insufficient insulation, or for any other reason, he shall at once cause the removal of such defects at the expense of the owners of such wires or appliances.
