§ 19-38. Zones on poles used jointly; free zone for city's use.
On any pole of any electric light, power, telephone or telegraph company used jointly by two (2) or more such companies, each company shall be allotted a special zone and shall confine its wires to that zone. Spaces shall be measured from the tops of poles downward and the uppermost zone on every telephone or telegraph pole and the lower zone on every electric light and power pole shall at all times be reserved for the free use of the city in stringing its traffic signal wiring. No employee of any company operating in the city shall interfere with, move or change any wire connected with the traffic signal wiring without first notifying the city electrician and obtaining permission from him to do so, except in a case of urgent necessity.
